How US import duty adds up

Since 24 July 2026 the duty on an item sent by post or courier is the sum of two parts:

PartWhat decides itTypical size
Base rateThe “general” rate for the item's 10-digit US tariff codeFree to about 30%. Candles free, ceramic mugs 10%, silver jewellery 5%, plated jewellery 11%
Section 301 (forced labour)The country the item was made inUK, Canada, India, Pakistan 10%; Australia, New Zealand, Turkey, China 12.5%; EU and Japan top the total up to 10% and 12.5%
Section 232 (instead of 301)Steel, aluminium and copper goods50%, or 25% for the UK

A “top-up” rate, as for the EU, lifts the total to that level rather than adding to it: an EU-made item with a 3% base rate pays 10% in total, and one with a 12% base rate pays 12%. The Section 301 tariff is under challenge in the US Court of International Trade. Until a ruling, it is collected. Canadian and Mexican goods that qualify under CUSMA skip it when the claim is made at entry, which couriers can do.

Who pays, and how to price for it

On Etsy, sellers outside the US have shipped US orders duties-paid since 9 July 2026, so the duty comes out of your money unless your US price covers it. You can't simply add the duty to the price, because Etsy's fees are charged on the higher price too. The price that leaves you the same money is:

New price = old price × (1 − fees) ÷ (1 − fees − duty rate)
With Etsy fees of about 10.5% and 20% duty, a £20 item becomes £20 × 0.895 ÷ 0.695 = £25.76.

Shipping with Royal Mail DDP adds a 50p handling fee per item on top of the duty.

Questions sellers ask

Is there still a duty-free allowance for parcels to the US?

No. The US suspended its $800 duty-free allowance for every country on 29 August 2025, so parcels of any value pay duty on each item.

How is US import duty calculated?

Duty is the item's value multiplied by the rate for its 10-digit US tariff code, plus any extra tariff for the country where it was made. For UK-made goods that extra Section 301 tariff is 10%.

Who pays the duty, me or my buyer?

Whoever ships duty-paid. Etsy asks sellers outside the US to ship US orders duties-paid, so on Etsy the seller pays. With Royal Mail DDP, Royal Mail bills the seller for the duty after it's paid.

Does postage count towards the value?

The item value is what the buyer paid for the item. Royal Mail's customs guidance excludes postage from the declared item value.

Why is my steel or aluminium product charged 50%?

Steel, aluminium and copper goods fall under Section 232, which replaces the Section 301 tariff at 50% (25% for UK goods).
